Phyllis Kim, MBChB, MPH, FAMS is a public health physician, Fellow of the Academy of Medicine Singapore, and Head of the Evidence-to-Practice Office at the Agency for Care Effectiveness (ACE). She leads Singapore’s national efforts in clinical guideline prioritisation, development, and implementation (ACE Clinical Guidances), ensuring alignment with broader health system strategies and care transformation goals.
She previously served in key divisions of Singapore’s Ministry of Health, developing policies across specialist services, preventive health, and communicable disease response. Prior to that, she held roles in the pharmaceutical industry and early-phase clinical research, where she also designed and implemented emergency response training for trial staff. She received her medical degree (MBChB) from the University of Birmingham, UK, holds a Master of Public Health (MPH) from the National University of Singapore, and obtained specialist accreditation in Public Health in Singapore. Her clinical background includes internal medicine and emergency medicine, with early training and practice in Wolverhampton NHS Trust, Addenbrooke’s Hospital, Cambridge, and Salford Royal NHS Foundation Trust.
Her current work focuses on strengthening ACE’s national framework for guideline development, implementation, and impact evaluation. Key areas of focus include embedding ACGs into national care protocols, engaging clinical leaders to influence practice behaviour, and piloting the integration of value-based care indicators with guidelines as the foundation.
